Transition agreement covers PHSA’s Corporate Services Unit

A MEMORANDUM OF AGREEMENT concluded last month provides protection for workers impacted by the creation of the Provincial Health Services Authority “Corporate Services Unit”. This unit consolidates many functions including Finance (including Payroll), Information Technology, Human Resources and Learning and Development.

The transition agreement was negotiated between the PHSA, the Health Employers’ Association of B.C., Province of B.C., HEU and the BCGEU. It covers the transition of workers from the B.C. Cancer Agency, the B.C. Centre for Disease Control, Children’s and Women’s Health Centre of B.C., Forensic Psychiatric Services Commission of B.C., and BC Mental Health Society (Riverview) to the Corporate Services Unit.

Under the transition agreement, BCGEU and HEU form a joint certification to represent the health services and support employees of the PHSA Corporate Services Unit. All employees will retain their current union membership.

The intent of the agreement, which became effective Aug. 11, is to support as smooth a transition as possible for workers moving to the Corporate Services Unit.

The agreement includes:

  • a dovetailed seniority list;
  • enhanced rights in terms of bumping and job posting
  • seniority retention and uninterrupted benefits plan coverage for affected employees;
  • seniority, special leave credits, retention of pension benefits, sick leave bank, and vacation for workers moving from the master agreement or the community health agreement.
  • protection of the 2003 vacation schedule.
  • establishment of a staff parking rate.

Under the transfer process agreed to by the parties affected employees will be provided with a list of all positions in the new CSU; affected employees will rank their choices of positions; and employees will be matched to positions for which they are qualified in seniority order.

For most workers the transfer will be straight across. A small number of members who are transferring to a similar position with lower pay will have their former rate of pay red circled.
