Anyone affiliated with HEU – members, employees, and elected leaders – can seek the Ethics Commissioner’s help when they think someone on the Provincial Executive might have breached the Code of Conduct. To get help, you can contact the Ethics Commissioner’s office at ethicscommissioner@heu-ec.ca.
Depending on what you need, you can:
- Ask for information about the Code and what it means;
- Make a confidential request that the Ethics Commissioner raise a conduct concern with someone on the Provincial Executive (this does not require filing a complaint or having your name shared); or
- File a complaint about a conduct issue using the Ethics Commissioner complaint form.
If you file a complaint, the Ethics Commissioner will first review it to make sure it is something they can address, and if so, to decide whether it should be handled formally (through an investigation and formal decision) or informally. The Ethics Commissioner will consider your complaint confidential during this preliminary assessment stage.
For complaints that the Ethics Commissioner determines can be resolved informally, culturally appropriate and transformative approaches may be used and the Ethics Commissioner may engage a third party to assist. Informal resolutions can include facilitated discussions, mediations, and other collaborative approaches.
For complaints that the Ethics Commissioner decides should be handled formally, the Code of Conduct sets out fair processes and timelines. It also requires the Ethics Commissioner to report to the Provincial Executive on the outcome of completed investigations, and to share summaries of certain formal decisions with the membership.
