Bulletins
From time to time, the HEU Ethics Commissioner issues bulletins on ethical and conduct-related issues.
Bulletin EC-B, issued December 9, 2025, reminds PE members and alternates that the HEU Code of Conduct for the Provincial Executive directs elected leaders to avoid sharing information that is factually inaccurate and could harm HEU’s reputation and its ability to bargain effectively for its membership.
Bulletin EC-A, issued December 5, 2025 applies the HEU Code of Conduct for the Provincial Executive in determining that PE members serving on the board of the Community Savings Credit Union are not in a conflict of interest.
Decision summaries
The Ethics Commissioner periodically publishes decision summaries.
Decision Summary EC-012, issued February 13, 2026, deals with an allegation that a PE member's questioning of another member constituted an attack on their personal integrity and thus violated the Code of Conduct. The EC's decision was that the action did violate the Code, but imposed no further sanction.
Decision Summary EC-016, issued February 13, 2026, involves an allegation that a PE member's comments in a social media group chat violated the Code of Conduct related to respectful behaviour. The EC determined the Code was breached, and directed the member who made the statement to apologize.
Decision Summary EC-019, issued February 13, 2026, deals with an allegation that two PE members made statements in a social media group chat that breached the Code of Conduct related to respectful behaviour. The EC determined that it did violate the Code, and also found the respondents had already apologized for the comments, and that no further sanction was needed.
Decision Summary EC-065, issued February 13, 2026, involves a complaint that a PE member had violated the Code of Conduct in a comment on a social media post. The EC determined the comment did breach the Code related to bullying and harassment and the duty to promote harmony, but found that the respondent had removed their comment shortly after posting it. No sanction was imposed, but the EC issued a caution about further inappropriate use of social media.
Decision summary EC-045, issued February 12, 2026, deals with a complaint filed by a member of the Provincial Executive (PE) alleging another Provincial Executive member had violated the Code of Conduct through social media and emails. The Ethics Commissioner decided on sanctions against the PE member including removing them as a PE alternate and disqualifying them from holding an elected role within HEU for five years.
Decision summary EC-022, issued December 15, 2025, deals with a series of complaints filed by four individuals in October and November 2024. The complaints alleged a large number of serious Code of Conduct violations by five PE Members all in relation to the October 2024 HEU Convention. It was determined that most of the complainants’ allegations were unsubstantiated.
