The Ethics Commissioner is an independent officer appointed under HEU’s Code of Conduct for the Provincial Executive. HEU adopted the Code in 2024 to support a healthy, ethical leadership culture.
The Code of Conduct requires the Provincial Executive – the governing body of the HEU between conventions – to demonstrate a high standard of ethical and professional conduct. This includes acting honestly, in good faith, and in the best interests of HEU; avoiding conflicts of interest; and communicating respectfully.
The Commissioner’s role is to oversee and independently enforce compliance with the Code of Conduct and with other HEU policies dealing with conduct.
The Commissioner’s duties include:
- Giving the Provincial Executive advice about conduct matters
- Providing training on the Code of Conduct and related issues
- Providing information on the Code and the Ethics Comissioner’s work (including via this website, an annual report, and periodic Ethics Commissioner bulletins and decision summaries)
- Resolving questions, concerns and complaints about Provincial Executive conduct.
